Let me understand this, there was a Top Secret For Dick Cheney's Eyes Only C.I.A. sponsored program, that was established to assassinate terrorists in foreign lands and not one member of Congress knew about it. How does that actually work in a democracy?

Dick Cheney did not seek to extend executive privilege to the level of a Russian tsar, but the guy did not seem to be too enamored with the Constitution or any other nettlesome laws that might prevent Dick from saving the Free World. (We can be fairly certain that Dick's  Free World does not include the Axis of Evil or Putin and Medvedev's Russia.)

Movie and television critics constantly malign the implausibility of byzantine plots in "24" or the Robert Ludlum based Bourne movies, but Dick Cheney's Top Secret Program's objective was to amass a team of killers, similar to Jason Bourne, which was brought to cinematic life in Spielberg's "Munich." Now, don't get me wrong, I'm all for killing terrorists with Predator drones, or other means, but it sure does appear Cheney was kind of operating a shadow government.

Let's bring back Mulder and Scully to get to the bottom of this conspiracy at the highest levels, and it doesn't look like they'll need to speak to that mysterious guy lurking in the shadows smoking a cigarette for a lead. It more and more appears Dick Cheney was the highest level.

What do you think George W. thought when Dick's Top Secret Plan hit media outlets? Do you think one of the first things that popped into George W.'s mind was: Everyone's going to think Dick was runnin' the gosh darn show. Hell, I killed folks on Death Row in Texas like they were mosquitoes being zapped pool side. I ain't got a problem whackin' a few terrorists. I'm no tinhorn dictator like Dick Cheney. I was the boss. El Jefe!

In the next few weeks, things are going to get pretty interesting in the Beltway. The pundits will ask: What side are you on? Do you want to kill terrorists or let them walk around free?

Funny, I always thought the United States was a nation governed by its laws. It's obvious Dick Cheney was extremely confident that the mere mortals in Congress would narc on his Top Secret Program of Weapons of Terrorist Destruction, but when do Cheney's national security arguments usurp the laws of our nation? What is the limit on executive privilege? Does this nation want elected officials who ignore laws that do not coincide with their own views?

We'll see a vigorous debate from the left and the right pertaining to these questions. We may see a Special Prosecutor, low-ranking C.I.A. officials may have their careers destroyed, but the fat cats at the top will most likely go unscathed. And Dick Cheney will remain the Dark Lord.
